Herring Cove Breakwater Repair – December 10, 2020

Construction Process

On September 7, 2019, Hurricane Dorian hit Halifax as a Category 2, causing significant damage to the APA’s breakwater and wharf in Herring Cove. The wharf is used as a pilot transfer station.  The wharf was repaired in a matter of weeks; however two 12′ concrete slabs broke off the end of the breakwater, which required a much larger project.  CBCL Engineering was asked to perform a wave study in the area and design a more robust repair of the breakwater that would be partially encapsulated in armour stone and still have public access.  Two Town Hall meetings took place that Fall to explain the repair process.

Completed Repair

McNally Construction won a bidding process for the repair project and began work in mid-October. The final stones were put into place on December 9, completing the repairs that are expected to provide protection to the Cove and to the APA’s wharf for many years.  To thank the citizens of Herring Cove for their patience and support during this process, McNally and the APA each donated $1,000 to the Herring Cove Community Association, who are fundraising for a new community centre.

Virtual Public Meeting – August 31, 2020

The Atlantic Pilotage Authority held its 12th Annual Public Meeting on August 31, 2020 at 10:00am (Atlantic). Due to the ongoing pandemic, this meeting was held virtually in the Authority’s head office in Halifax, NS. Presentations were made by our Chair, Captain Jack Gallagher; our Chief Executive Officer, Captain Sean Griffiths; and our Chief Financial Officer, Brian Bradley. We are pleased to report that over 30 people attended this meeting.

The Atlantic Pilotage Authority is currently seeking tenders to replace its breakwater structure at Herring Cove, NS. The work will involve encapsulating the existing breakwater with armour stone.

We are currently seeking experienced mariners to establish our Marine Pilot Eligibility List in the compulsory district of Saint John, NB.


  • Must provide proof of Canadian Citizenship or Canadian Permanent Residence Status;
  • Provide valid copy of Transport Canada Certificate of Competency (Minimum: Master, Near Coastal);
  • Provide valid copy of Transport Canada ROC-MC or GOC;
  • Provide valid copy of Transport Canada Seafarers medical;
  • Must provide copies of proof for qualifying sea time. See qualifying sea time as per APA Regulations – Section 14 Experience at Sea
  • Must provide two written references of which one preferably should be from a superintendent/supervisor.

Participation in Familiarization Program in lieu of local sea time is available to qualifying candidates.

*Closed* Expression of Interest Pilot Boat Service – Contract Operator

The Atlantic Pilotage Authority (APA) is a Federal Crown Corporation responsible for delivering safe, effective and self-sustaining marine pilotage in Atlantic Canada.

We are currently seeking letters of interest for a Contract Operator to provide pilot boat service in Newfoundland in the pilotage area of:

  • Stephenville (compulsory pilotage area)


  • Must have ownership or permanent access to Transport Canada certified boat suitable for pilotage service;
  • Must provide proof of liability insurance;
  • Must provide crewmembers with local knowledge and proof of Transport Canada approved certification of marine competencies;
  • Must be available to provide service on an on-call 24hr basis and actively participate in coordination of vessel arrival and departures with local Pilots, shipping agents and shipowners, APA operations team & dispatch.
