Health, Safety, Environment and Quality (HSEQ) Policy

The APA is committed to delivering quality services to its customers without harm to life, health, the environment or property. This commitment is imbedded in our company philosophy, mission and vision statements, core values, annual objectives and targets and throughout the APA Management System.

The Atlantic Pilotage Authority and all employees have a responsibility to comply with the Canada Labour Code Part II, and all applicable regulations and requirements. We intend to meet and, where possible, exceed industry standards for workplace health and safety.

All employees of the Atlantic Pilotage Authority have a responsibility for their own safety and the safety of others. Where our employees work on vessels in other places not controlled by the Atlantic Pilotage Authority, all parties must cooperate to ensure their well-being and those of their co-workers, contractors and passengers.

Everyone has a duty to report, as soon as possible, all hazardous conditions and occupational incidents including injuries, occupational illnesses, environmental spills, property damages, and near misses.

The Atlantic Pilotage Authority shall ensure continuous improvement through internal audits, inspections, investigations and corrective actions which target root causes. Everyone is encouraged to offer suggestions or ideas to improve health and safety as well as the quality of the services we provide.

Managers and supervisors (including Launchmasters) are directly responsible for maintaining a safe workplace and for ensuring that the employees under their supervision comply with the Management System. Managers, supervisors and all employees must take all reasonable care to ensure the safety of our people, the environment, vessels and equipment. The Authority shall monitor and control all activities which pose significant impact to the environment.

Management shall ensure that personnel are trained and competent to perform their duties effectively and responsibly.

In the spirit of consultation and cooperation, the Authority shall work with our Workplace Health and Safety Committee members to ensure we maintain a healthy and safe workplace free from injuries and other losses.

Pilotage & Other Charges

The Pilotage Act requires that pilotage tariffs be fixed at a level that permits the Authority to operate on a self-sustaining financial basis, and that the tariffs set be fair and reasonable. The goal is to have each area become financially self-sufficient to eliminate cross-subsidization among ports.
