Expression of Interest – SYDNEY NS– Contract Operator

The Atlantic Pilotage Authority (APA) is a Federal Crown Corporation responsible for delivering safe, effective and self-sustaining marine pilotage in Atlantic Canada.

We are currently seeking expressions of interest for a Contract Operator to provide pilot boat service in Nova Scotia in the pilotage area of:

  • Sydney (Compulsory Pilotage Area)
  • Bras d’Or Lakes (Compulsory Pilotage Area)

Qualifications:

 

Among other requirements (to be set forth in an offer information package), the Contract Operator:

  • Must be available to provide safe and reliable Pilot Boat service on an on-call 365 days / 24hr basis and actively participate in coordination of vessel arrival and departures with local Pilots, shipping agents and shipowners, APA operations team & dispatch.
  • Must provide crewmembers with local marine knowledge and proof of Transport Canada approved certification of marine competencies.
  • Must provide competent technical oversight to ensure vessel routine maintenance is completed and assist with troubleshooting as required.
  • Must agree to all service standards, safety and technical requirements to be required by APA for inclusion in the contract terms and conditions.

To support the APA’s fleet strategy, the Contract Operator may either:

  • Have ownership or permanent access to Transport Canada certified boat suitable for pilotage services, with proof of liability insurance. Reference is made to Transport Publication (TP) 14530 Guidelines for the Construction and Inspection of Pilot Vessels 07-2006
  • Have ownership or permanent access to Transport Canada certified back-up boat suitable for pilotage services, with proof of liability insurance.

OR

  • Provide pilot boat service with a boat (including a back-up boat) provided by APA

Once you have provided your expression of interest, an offer information package will be provided by Captain D. Anderson and a subsequent deadline for a formal written offer will be communicated.

 

APA will reserve the right to reject any or all offers, or to accept any offer which the APA considers to be in its own best interest.
